Why did you not place my snipe. The email stated I have unpaid items but that is not true

Certainly, I did not win. The photo is back on sale as there were no bids at all

eBay returned this error:
"Blocked - Unpaid Item Strikes: This seller is blocking bids for any buyers with more than 2 Unpaid Item strike(s) in the last 12 month(s). This error can also mean that the seller has placed export restrictions on the item, or that the item is restricted for export by the Dept. of US Commerce."
