Software Use Question - See Below

I am a new user. To test my theory about this issue, I have input odd maximum bids. In this case, my first max bid was $195.23. The bids look like another bidder was using some kind of software that allowed it to outbid my max bid i.e., THE max bid, by $2.50, the required amount for this range.
This has happened to several times recently. How does one have a chance at placing a maximum snipe bid at the last minute if someone else has software that allows them to place a "maximum + required incremental bid" every time?
I saw this on a bid for a piece of Bixby jewelry yesterday. Every time I placed a bid, the other bidder immediately increased $5.00 over my bid, no matter what the amount I had previously bid.
Can you explain how this is happening, and what I can do? I bought some quick snipers, but they didn't help. Thank you.
