My bid wasn't placed and the error listed is "Seller does not provide shipping to your primary shipping address.", however Latvia was in the "Ships to" countries list and shipping costs were also stated in the listing (US $40.66 eBay International Shipping). Could you please check why that happened?

Thank you for your question about the ship country error. What is your registered country? Whenever this error popped up in the past, it is because the seller set a requirement that the ship-to location is the actual registered country of residence.

My account was first registered on German eBay (ebay.de), but my registration/main contact address (under Personal Info) has always been in Latvia. I have previously used shipping addresses in Germany and UK (forwarding services), but currently my primary shipping address is also in Latvia.
I didn't try to bid on this auction myself through eBay, possibly I would have received the same error.

Yes, that is the reason. The registered country is different than the ship address. Some sellers can add additional security.
Unfortunately, the error from eBay is quite vague. Most are not. But this one encompasses a few different situations.
I wish it was a better answer, but it is the true reason.

I see, thanks for your answer! I hadn't encountered this situation while buying or bidding directly on eBay, so it seemed weird.
