Restricted for export - explanation request

Hi,
I was desperately keen to win the item above, and had a winning bid set up on your site. Unfortunately I did not make the bid myself and relied on your system, and afterwards your site shows the following message as reason for my bid not having been placed:
"Item is restricted for export by the Dept. of Commerce. Please consult the BIS website at www.bis.doc.gov for more guidance."
Can you please let me know where this comes from? I cannot for a moment believe that the export of a plastic model aeroplane is restricted by the US Dept of Commerce, much less so if the sale is by a UK citizen selling from the UK.
I have seldom been as upset as I am at the moment, so would appreciate it if you can give me some reason for this.

Thank you for your question about your snipe. Please see your Completed tab. We did place the bid multiple times and received the same result for each attempt.
eBay returned their generic "TUV Error" which means that the seller has set buyer requirements to block bids from any buyer with unresolved Buyer Strikes. This error can also mean that the seller has placed export restrictions on the item, or that the item is restricted for export by the Dept. of US Commerce.
