At one time I was able to choose the minimum lead times,i.e.; 1,2 or 3 seconds. I can no longer do this and now only 10 seconds and up are free. Therefore can you please tell me how I can sign-up for the "paid lead times" (1 to 9 seconds), without disrupting my current and active account as I can find no facility for this?

Thank you for your question about your lead times. Your payments have failed since January. You just need to go to the payment page (the "Upgrade Service" button at the top) and re-subscribe.
