I researched this further and found there is a very large past balance due as someone has been using this account without paying after it was supposed to be closed. We never ask for payment in these situations as it could be fraud. Also, the original owner asked that the account be closed and refunded. Hopefully this person was you, but they made it clear that this account was not to be used in the future.

Good question, after trying it myself I realize that is connected to the eBay id. I don't understand the software enough and sent email to the developer to ask. Meanwhile, you don't have to pay the balance, don't worry about that. If it's a free sniper you are after, the most popular one is gixen.com. They have an upgrade for $6 per year. I think the only catch is there is some advertising. You might give them a try as backup.
